The key sign is a little further south of the intersection - it is obscured by an illegally parked truck (another one!) in your video.

The white semi - circle on the road visible in the attached image and your video shows where a U-turn is required.

Perhaps the offending truck driver missed it because of the parked truck.

"Authorised Vehicles" in this situation are police cars and ambulances - not delivery trucks!

All three sections of road west, north and east of the corner of Swanston and Bourke are legally closed.
