There are two pictures.

The location is the corner of Nicholson St and Victopria Pde.

It looks like a northbpound E in Nicholson St has split the points and turned right towards Victoria Pde - then hit a southbound tram.

Thes points get regular use when diversions to avoid Bourke St are in place.
