They may be using wooden point timbers as the geometry of the points at
that location is non standard and would require custom made concrete or
steel sleepers. Timber lets them drill the holes for the fixings exactly
where they need to be in the field.

The railways have experimented with using point timbers made from
recycled plastics - as they can be cut and drilled in the field like timber.
