Except when deputized for L1 operation they always run in pairs on L2/L3
so for all practical purposes they are operationally a single 60m tram
set under the control of a singe driver.

The problem affecting Sydney public transport is not enough drivers.
While it's most evident on the buses, there are stuffing 'challenges'
with the trams and trains in Sydney too. It's just not quite has acute
as the buses.
