You are probably correct on that one Tony. The SEC (and the private companies) did use passenger cars as works cars in the early years. Maybe the Ballarat Cleaner Car (that's what they called works cars) was out of action and No. 29 was being set up for the job?

As these straight sill cars were unpopular with passengers it’s probably being used as a work car, or maybe just for storing stuff at the depot, and the worker, obviously not in a passenger service uniform, could be contemplating how to move that item in the doorway without doing in his back.
