Perhaps you have come up with a compromise solution.

Abolish the free tram zone and replace it with a limited number of free
trams in the main streets - Collins, Bourke Elizabeth & Swanston.

"Freeloaders" could wait for their free tram or pay the fare on the
regular tram.
