That is to say, both Alstom and CAF declined to tell the NSW government
that the trams they were offering weren't suited to the Sydney system. CAF
further declined to say that it intended to blame the track when the
inevitable happened.

The Ottawa article needs translation from French perfidy to English.
" Alstom believed the rails weren’t designed as the company expected,
potentially creating excess stress on the wheel component."
Translates as " Alstom delivered a tram that wasn’t designed as the rails
expected, potentially creating excess stress on the wheel component."
