You'll never know the reason Greg, Alstom will make sure of that. If they
can keep the lid on the nature of a bogie issue that locked up a new fleet
of trams for a year in Istanbul, a little bit of rainwater won't phase
them. Your only avenue is to find a worker's loose lips somewhere, maybe in
the pub.
