Well Breda made some good money with that approach, until it all
progressively came unstuck. The underlying issue is that tenders aren't
often drawn up sufficiently diligently to screen out potential issues. The
high weighting given to purchase price over other factors is the biggest
culprit. Accountants never seem to take the long-term view.
