INNER suburban hot spots Fitzroy, Carlton and St Kilda top the list of the most connected communities, embracing the principles of the 20-minute neighbourhood.
But buyers chasing the Australian dream of a house on a larger block in the outer suburbs could be setting themselves up for depression, an expert warns.
Urban planner Mike Day, co-founder of Hatch Roberts-Day, said the layout of many of Melbourne’s newer suburbs was making people sick.
Developments such as Jubilee in Wyndham Vale, Lilydale’s Kinley estate and Cedar Woods’ Williams Landing made liveability a priority, with houses built around village centres replete with shops, parks and schools. But he said others required residents to own a car to get around.
People felt “marooned” in their homes as a result, leading to feelings of isolation, loneliness and depression, as well as a greater risk of obesity due to a lack of shared paths and parks. Long commutes to work and poor public transport links were other major problems.
“It’s like the planning profession and urban planners have amnesia and we’ve forgotten these fundamental principles of laying out these communities,” Mr Day said.
“Forty per cent of the population haven’t got access to a car  we’re hearing stories of people commuting two or three hours a day to work and the family unit starts to break down because they get home and there’s no time for the family.”
Plan Melbourne — released in 2017 — set out the metropolitan planning strategy for the next 35 years and emphasised the need for 20-minute neighbourhoods. The concept was centred on the principle that a person’s daily needs — including shops, schools and parks - should be met closer to home.
But a 2018 PwC report found Melbourne’s outer northern suburbs had been short-changed on jobs, health, education and transport services, and sports and entertainment facilities. Jobs growth in the area was strong but entertainment options and parks were limited compared with eastern suburbs.
Work-from-home arrangements due to Covid-19 had helped improve liveability in some outer areas by reducing the need to travel, the consultancy found.
But Plans in Motion senior planner Adriano Zarosinski said the 20-minute neighbourhood wasn’t being implemented well in many outer suburbs. He said a “cultural shift” was needed to encourage homeowners away from the Australian dream of a home with a big backyard.
“Plan Melbourne has been a big driver of the 20-minute neighbourhood and it draws on a whole range of ideas from across the globe, but  how well it has been implemented depends on who you are and where you live,” Mr Zarosinski said.
“It’s definitely something that’s being left out of new suburban subdivisions.”
A good way to measure walkability was to check a suburb’s Walk Score online, Mr Day said.
A rating of at least 70 out of 100 meant a car wasn’t needed, and inner suburbs including Carlton, Fitzroy, the CBD and St Kilda topped Melbourne’s walkability list.
Being near Melbourne’s pubs and clubs and cutting commute time to work were the main reasons Sean Mantell and husband Scotty Aston moved to the inner suburbs, specifically Collingwood.
“When we lived in Mernda it used to take me an hour-and-a-half every night to get home, plus an hour in the morning to get to work,” Mr Mantell said. “I could never go back to living that way.”

* Walkable areas feature higher-density development and a diverse mix of uses
* This delivers housing and population densities that make local services and transport viable
* An application of Mixed Use and Residential Growth zones can result in diverse housing and a greater mix of buildings
* Research suggests a minimum density of at least 25 dwellings per hectare is needed
* Walkable neighbourhoods must also facilitate easy access to public transport that connects people to jobs and other services further from home
