Mal ‘wondered about the exact site of the Pyrotechnics Factory’.
It’s location is shown on the route map forming part of my Footscray DVD. I used a fairly early street map for this purpose and the area defined for the new depot (corner of Williamson & Hampstead Rd) was shown as being full of suburban streets. The pyrotechnics factory fronted Hampstead Rd opposite Wattle Rd.
Also shown is the location of the Explosives Factory, Ordnance Factory & Ammunition factory. At the time of making that DVD (2009~2010), the site of the former Pyrotechnics factory was surrounded by a high-grade security fence around a detention centre for (as I recall) illegal immigrants.

Proposal is for the corner of Williamson Rd and Hampstead Rd
That web page includes the following:
About the site
The now vacant site was previously used as student accommodation until 2015. It was also once accommodation for new migrants and refugees in the post-war period; and prior to that, a pyrotechnics factory.
Perhaps the old WW2 destination will get a run again one day!
