I couldn’t identify the cycle parts (forks, wheels, etc) on this bike but a bit of scrolling on Youtube soon turned it up and it turns out it’s Russian - a “Parovoi Mototsikl”.
So this thing started life as a Karpati, a small 2 stroke that looks like it has about a 100cc or less motor, hence the flimsy looking forks and tiny brakes.
