Last time I was in Dresden the factory was in production but the CarGoTrams were not operating.

I suspect only regional politics is keeping the factory open anyway. The 'glass factory' was political from the start, being a 'German unification' project more than a commercial decision by VW to set up a factory in the middle of a major city - and occupy part of the city's main town park no less. As a factory site it couldn't be less appropriate.

I imagine once the political shackles come off, the building will be 'transformed' into residential apartments.
