The tower is a later modification I believe to allow overhead work on the
Harbour Bridge. The tower trucks and wagons in use in the early days were
unable to access the rail deck of the bridge track to allow overhead
maintenance work, so the tower was taken off one of the horse-drawn tower
wagons and attached to the deck of a ballast motor.
I expect at this stage, 99u has been a tower truck many times longer than
it ever was a 'standard' ballast motor.
