Berry was an accountant.

One example was that the fares collected by the stop based queue conductors who issued pre - paid fares at major city stops in peak hours were credited to 'Bus Income' even though the vast majority of these tickets were issued to tram passengers.

A further financial practice which continues to this day is that no information was placed on the public record, such as in Annual Reports, covering the profit/loss figures for specific routes or depots so that it is impossible for the public (or management for that matter) to judge the efficiency or financial performance of individual sectors of the enterprise.

Perhaps the most obvious current example of this financial smokescreen is the contracting out of bus operations with no factual and verifiable comparisons being publicly available of the cost to government (and the taxpayer) of the private sector operation compared to State Transit.
