The selection and purchase of new trams is the Victorian Government responsibility.  After the C1 and D1 purchase, the government learnt that one.

There is an infrastructure reason for the length of the Es - they are constrained by the practical limit on platform length of the blocks in the north-south streets.

However, with the large number of services on the worlds longest and perhaps most geographically intensive system, there is no current *need *for long trams as in Sydney.

The Victorian Government has been ordering the minimum number to keep the Dandenong production line going while they make the hard decisions about depot expansion and power supply improvement.

With the current economic situation caused by the pandemic I won't be holding my breath for a lot of new trams.
