If Dandenong turned out 50 E class in 12 months, the treasury would have to
pay for all 50 in one year. On the other hand if they can get the delivery
slowed down to 10 per year, that's only 10 they have to pay for in any 12
month period.
The factory might need to take on more welders and coachbuilders to ramp up
the rate, but there is probably no shortage of those willing to take up the
trade - especially with the wind down of the car manufacturing industry.
