If the business case was good, it should be possible to get money from banks, or the semi-banks, or the insurance companies who
invest millions, or anyone else with money and looking for a good investment.

If the business case was not good, then one must ask if the economics case really justifies the tramway.

And one must also ask if there is any way that capital need not be spent on some items at present - leaving them for future
development if and when really needed.

And one must also ask if it could be possible to do the job in a different manner, with the same or nearly the same outcome, but
much lower cost.

Trouble is we have only seen the general outline of the project, with little or no detail other than the number of tram stops.
