I suspect this is what you get when you take an GoA4 ATO system designed
for 80 km/hr and 'uprate' it to 100km/hr. Now they are discovering all
the embedded assumptions built into the original speed profiles that
they messed with when uprating the speed.

The actual control algorithm is quite simple, there is no finesse in it
at all. It's just basic maths. Distance to obstruction, what speed step
to send to train ?. It may only have 3 or 4 speed codes it can send to
the train.
