The concept of Upfield Light Rail predates Kennett by 4 years as it was mentioned in the MetPlan draft of 1988 but no doubt if it was expected to save money Kennett would have been all for it.

Luckily, due to heavy patronage now on the rail line, the change never happened.

Having recently done the Mernda rail line reopening video, it was interesting to read that Light Rail to South Morang was the MetPlan intention.
