Some places use spring loaded chains attached to the edges of the cars to stop just what you are suggesting Mal!

Is this an "accident waiting to happen"?

I would assume that passengers will try to walk between the "buses"
(coupled trams!) and find their way blocked.

At that time they would seem to be out of the line of view of the driver, who could easily drive off before they retreat.
