From a passenger perspective, a single tram every four minutes would
be better than a coupled tram every eight minutes. Until the service
becomes too popular and they need a coupled tram every four minutes.

But the limiting factors would be double the wages cost, and too much
"interference" with the road networks. But if "one tram replaces nine
buses", there are still considerable cost savings.

Yes indeed. I think the key word in your observation is "experienced".


I wonder how long those ungainly coupled Citadis sets will stay
coupled?
Probably not even as long as it will take for overhead wires to be
installed from Town Hall to Circular Quay, I suspect.
