I certainly agree with your observations about Spencer St David.

The access for passengers leaving the trams in Bourke and Collin Sts to go to Southern Cross station is very congested.

One of the key issues is the tramway curves which constrict the 'sheep races' from tram platforms towards crossing Spencer St.

The attached pic showing the Bourke St instance shows how narrow that path is, and the crossing requires passengers transferring between tram and train to make two crossings - much better to have it as you describe..

It could be widened by eliminating one westbound lane in Bourke St at the corner, but that would be a big argument for PTV to win.
