This was the day of a Vintage Train to Ballarat.  IIRC it was planned for steam, but a B-class diesel was used because of fire danger, the first use of a diesel on VT.
21 was one of the trams used for passengers to tour the system, hence the use of the rare 'View Point' destination.I am having trouble with the location.  I thought View Point terminus, but that was at Macarthur St.  The street at the hotel is Mills St, and that street sign looks more like View than Mills, and Ballarat doesn't have a View St (Bendigo does).  On closer inspection, it reads 'Men', and so must be opposite the future BTM depot.Confirmation will be appreciated.
I am fairly confident that the car is a Citroën, but can't be sure of the model or year.
