I have not noticed that problem on any of the B or Z trams being re-furbished.  Their rust problems are more related to water getting in between the inner and outer skins - often at the site of previous accident damage.  In the refurb, the aluminium side panels on the Bs are all replaced.  The vinyl wrap is cut around the panels, hatches and vents and the inter-car seal (as shown in the attached pic) so that there is less opportunity for water to be trapped at that area.
