Do you really believe that if the trains only filled to just over
seating capacity instead of their full standing capacity, the operator
wouldn't cut but the number of services run to properly 'fill' the
trains. They might not have crew on board, but the trains still cost
money to operate, and they won't want to be running them mostly empty.
