Tram promises now and then -- Woden and West Preston

I see Australian federal Labor has promised $200 million for the Woden tram
line in Canberra should it win the forthcoming federal election. The polls
suggest it is likely to win:

Does anyone remember these promises after an election, or hold
winning parties to them?

Federal Labor promised to extend Melbourne's West Preston tram line to
Reservoir if State Labor won the Batman Victorian state seat in the
byelection last March 17. Where is the tram extension? In the same black
hole as the Knox City tram line, or the Doncaster railway, perhaps?
