I was involved, as an 'independent observer' in the Department of
Transport's selection of the consultants responsible for the IWLR.

One of the pitching consultancies (they were all from the favoured pool
of "Respected International firms") stated that their lead expert team
member would be an Australian ex M&MTB who had been heavily involved in
the M&MTB highly successful consultancy work in Hong Kong.  The
selection panel were horrified that such a person should be proposed. 
They were greatly relieved that the 'successful bidder' an American
multinational came in at a lower price.

In respect of the CSELR there was the continuing mantra on the public
record that "we are doing light rail, Melbourne only (with disparaging
emphasis) does trams".  With this being the case what bidding firms are
going to display any suggestion of Melbourne expertise?
