That is and has been true for a very long time. The biggest issue with training replacements has been the lack of On Job Trainers.

Well won't do much. I am told that there are well in excess of 60-70 drivers who could pull the pin at any time and if they get shafted by pommy V/Line management too often - which is often the case, blame the tools (drivers) rather than the system (management) - then they will walk.
