Two significant buildings in the background should be able to be identified by locals: the one directly behind the officer appears to be a corner department store, with a name ending in 'folds' (Bakerfolds ?), but again not clear.The other is T&G, however the frame excludes the tower. This cannot be Melbourne, as the T&G is in Collins St (on the South-West corner of Russell St) at the top of the hill from Swanston St, and Collins St has prominent trees along the footpath at that point. Too tall for Geelong, could this be Sydney ?  If so, then 'Ladies in Black'is not so far from the mark.
