Any tram driver worth his salt knows the best speed to round curves, slow enough to avoid chucking the standees about, and fast enough to give a ride where passengers feel they are getting home or wherever at a fast enough rate.

All these penpushers setting arbitrary speed limits should be disposed of. The Gold Coast also has nonsensical limits, including the 40Km/h school limit outside a school in force 24/7. There are plenty of other examples as well.
