Many modern systems are not a 'network', but just one or two lines. If your
maintence vehical is rail based, every time you want to use it, pretty much
the entire operation comes to a halt.
A hi-rail can be removed from the line at any point that has a suitable
flat surface clearning the tracks for revinue service quickly.
