8.56 Because of hot weather, buses will be replacing route 82 trams between Stop 32 Footscray station and Stop 32 Moonee Ponds Junction from first to last tram.
8.50 There are now major delays on the Mernda line but the Hurstbridge line has returned to a good service.
Melburnian pedestrians and public transport users are fed up with being overcrowded. That's the feedback they've recently given to the City of Melbourne.  Transport portfolio chair Councillor Nicolas Frances Gilley said an unprecedented number of responses to a number of transport discussion papers.
"With 1300 submissions and 1500 social media comments, this is the most responses we’ve ever had when asking the community to give us their feedback on a topic. We heard from a wide range of postcodes throughout Victoria; including regional areas such as Ballarat," he said.  Top suggestions for fixing the issue were widening footpaths, creating car free zones and improving traffic light timing. Good work, everyone.

Man charged after coward punch at Richmond station 7 December 2018
A man has been charged after disturbing CCTV footage emerged of a violent, unprovoked attack at Richmond train station.
A 30-year-old man was talking on his mobile phone on platform six at 8.45pm on Saturday night when an unknown man walked past him.
In the footage captured of the incident, the man can be seen stumbling away from the platform moments before he turns around and punches the victim to the left side of his head without warning.

The victim is knocked unconscious with footage showing him collapsing and hitting his head and back on the floor of the platform.
The man is then seen fleeing down the stairs at the east end of the station..
A 38-year-old man was arrested in Euroa on Friday and charged with intentionally recklessly causing injury.

He has been remanded to appear at Melbourne Magistrates Court on January 7.
Police say there was no contact between the men before the assault.
The victim was taken to hospital with facial, back and head injuries, and has since been discharged.

Hungover and hungry: Dealing with sick passengers on Melbourne trains 7 December 2018. 5 comments.
Thousands of Melbourne train services were disrupted over the past year as paramedics or rail staff were called to help unwell passengers, the vast majority of whom had minor ailments due to a hangover or skipping breakfast.
On average, at least two commuters a day fell ill on Melbourne trains, causing lengthy delays on services across the network.
Until now, unwell passengers have been treated on board the train by ambulance paramedics or rail staff, when usually all the person needs is fresh air and a glass of water.
The vast majority of medical events related to people not eating breakfast, being dehydrated or suffering the effects of a big night, Victoria's chief paramedic Alan Eade said.

Many of the medical incidents occurred on packed peak-hour trains, near busy inner-city stations, including the City Loop, Richmond, Camberwell and Box Hill.
So from Friday, unwell passengers will be treated on platforms rather than in carriages to minimise train delays.
The latest move to ease pressure on the network comes as government figures revealed incidents involving sick train commuters caused delays to almost 5000 services relating to 777 incidents over the past year.

The Andrews government agreed to change the policy on treatment of ill passengers following a review by the chief paramedic and Safer Care Victoria.
Under the new policy, protective services officers, public transport staff, police and the public will be encouraged to help unwell passengers off the train.
The review showed it was safer to treat sick passengers on platforms or at stations where there was better access to water, toilets and medical equipment, including defibrillators.

Health Minister Jenny Mikakos said it was easier for paramedics to reach train platforms than carriages.
“Of course it will always depend on the particular circumstances. There may well be circumstances in which a passenger should be left on the train,” she said.
Ms Mikakos said passengers would not be removed immediately from a train if they had suffered suspected spinal injuries, or if they were too heavy to move.
"We’re really looking to the community to assist their fellow passengers on hot days like today. There might well be people feeling faint because they’re dehydrated," she said on Friday.
Mr Eade said the review showed the vast majority of patients had minor illnesses that were best treated with access to a chair and water.
"By moving people to the platform we found we could access them quicker,” he said.
"We could provide them far better care on the platform than we could on the train and we were able to ensure the wellbeing of everybody else on the network by the fact that the network continued to operate in an efficient way.."
* It's about time these procedures get reviewed. To date the welfare of a single ill passenger who reports feeling unwell has been put above the many thousands who are delayed and may feel unwell but don't report it.
The next area to review should be police incidents. A single trespasser can close a line until the police catch them, again disrupting thousands of commuters. Is this what is done in Europe, or Japan? Surely an in-between position should be encouraged to the incident controllers, such as trains travelling through the area are 20 km/hr except when police require access to the track.

* I am not sure if I should feel sorry for people who are not able to understand that drinking water and eating food is a necessity for a human or if I should be annoyed that trains are getting delayed because people are idiots.

* I do not know why toilets are closed at so many stations - or what people are meant to do, if they need water or relief! This is a pathetic hangover from the Kennett era - when restrooms were mostly closed to save a few bucks - pathetic! The elderly and the young, in particular, need better service!
* Train delays are just another symptom of selfish and irresponsible people who can't control themselves. Everybody around them has to pay some price for their lifestyle choices. This includes actual sicm and injured people needing an Ambulance and an ED bed.

Barton and State Circle options to be referred to Environment Minister 7 December 2018.  24 comments.
The ACT government will refer both of its prospective light rail stage two routes to the federal Environment Minister, keeping both options alive while it waits for a report back from the Commonwealth on the pathway to getting the project approved.
The Barr government will decide after next year's federal election whether to pursue its chosen route from Civic to Woden through Barton or go via State Circle to avoid time delays and cost blowouts in getting the project approved.

Chief Minister Andrew Barr described State Circle as a "compromise" route, as it sat between two options which were put out for public consultation last year, the Barton route - which cuts through the Parliamentary Triangle - and the more direct Capital Circle route.
State Circle was also illuminated as the path of least resistance to getting the green-light for the project, as the alignment is already marked as an inter-town public transport route in the National Capital Plan.
However an ACT government spokeswoman said the government would lodge an Environment Protection and Biodiversity Conservation (EPBC) Referral that kept both the Barton and State Circle alignment options open, while at the same time taking a closer look at the latter route.
"There are challenges and opportunities in any route option, including the right balance between, for example, patronage, cost, travel time, location of stops, heritage, technical feasibility, planning approvals and connection with other transport options, including the city wide light rail network," the spokeswoman said.
"Some of the early issues identified with a State Circle option included the impact on the existing road network, gradients, heritage considerations, and access to employment zones.
"These issues associated with the State Circle option are balanced by the potential to achieve significantly speedier Commonwealth approval processes.
"This is an important project for the residents of the inner south and Woden, and will create a north-south public transport spine for our city. We want to deliver on this project as soon as possible, and if that means that we need to consider a different route to avoid time-consuming Commonwealth approvals, we will do so."
The Environment Protection and Biodiversity Conservation Act requires ministerial approval on any action that is likely to have a significant impact on areas of national environmental significance.
After the referral, the environment minister has 20 days to decide if a formal environmental impact assessment is required.
Initial advice to the ACT government suggests a formal assessment will be needed.
The ACT government will then prepare a draft environmental impact statement - based on guidelines issued by the Environment Department for the project - which will be released for public comment.
A final environmental impact statement will then be assessed by the department, which will provide a recommendation report to the minister.
The minister must then decide whether to approve the project within 40 days of receiving the final environmental impact statement.
The ACT government is planning on filing a single environmental impact statement to address the requirements of both territory and Commonwealth laws.
The territory must then seek a works approval from the National Capital Authority, which requires it to prove the project demonstrates respect for the key elements of the Griffins’ formally adopted plan for Canberra and contributes positively to the overall composition, symbolism and dignity of the national capital.
NCA chief executive Sally Barnes told a federal parliamentary hearing on Thursday the agency was yet to be briefed on the State Circle route.
"We're waiting to hear, ready to help and to provide advice on what would be required to move forward on either route," Ms Barnes said.
Ms Barnes said a heritage impact assessment of both routes was one of the "key underpinnings" required by the NCA.
"We’ve had external advice both to the NCA and ... the board that says the documentation that’s in the public domain or that we’ve received so far is insufficient for us to even consider making a decision on either route at this stage," Ms Barnes said.
However those heritage assessments are unlikely to take place until the federal government makes its formal response to the joint standing committee report on the parliamentary approvals from October.
A spokesman for Assistant Minister for Regional Development and Territories Sussan Ley said the federal government was still considering the report and was working to release a response "as soon as it is possible to do so".
In the meantime, the ACT government spokeswoman said they were still working on elements of the project, including early planning work and business case activities for works on the Woden Bus Interchange and surrounding road network, park and ride facilities and the Yarra Glen roundabout and intersections.
