The original E class procurement had a large 'local' component.

It would be difficult for Stadler or Škoda to offer a cost effective product if they had to establish Australian based manufacturing facilities - especially for such a small order.

 If PTV call a tender with out a local build requirement, the Chinese will out bid the Europeans.
