They invited those tenders in 2010 and ordered 50 Flexitys with an option
for 100 more. These are the trams being delivered, of which 90 are now
confirmed. . The first arrived in 2013

I assume there were much lower tenders at the time. These are hugely
expensive trams compared with what can be bought off the shelf. The state
government of the day chose this tender for political reasons, including
having them built locally to a special design..

At least these are very good trams, the best since the Bs. Toronto also
ordered a fleet of special Flexitys for political reasons, including a
local build, and they have had big issues.
