To me it looks like an attempt at the cartoon joke where you move the road
markings to point at a wall or cliff and the purser runs into the wall or
off a cliff. Double yellow lines wander off the road and up the sides of
buildings.
Taken as a whole the effect is quite interesting, although I don't think
it's in keeping with the heritage nature of the buildings. If the street
had been lined with modern glass boxes, i'd have quite liked the effect.
