Agreed on the issue of regulatory clearances, but that only applies for platform stops.
The practice of not having common stops goes back a long way and probably has other reasons behind it. My guess was a possible reason.

This was discussed a couple of years ago and there are couple of reasons for this.

The most important one is that the opposite tram platforms are too close together for a vehicle the width of a bus to legally go through.

Also it would mean training all bus drivers to go through the stops particularly in tram replacement situations and it’s not worth training hundreds of drivers who may need to use that knowledge once in a blue moon. That’s what a worker in the operation section told me.

I have just noticed another - only one stop away from 'my stop' in Essendon..

The orange and green stop markers indicate it's for buses and trams.

It's the last bus stop on the Ivanhoe to Essendon Station route and
would almost only ever be a set-down stop for buses.
