Yes and no.
Here in Melbourne the Xtrapolis and Comeng trains (both types) all have anti-lock braking without sanders and work quite satisfactorily. The Knorr braked Comeng is a little bit more special in that the anti-lock works whilst in air braking mode, something not possible with the tread braked Comeng's.
