In Europe there is a long history of various workshops modernising trams
and they have it down pat and quite economically. In Australia, Bombardier
owns the remaining factory and they're absolutely no way into this field -
they sell new trams only. So that leaves Preston - would they still be
capable of such a job on a mass produuction basis? I suspect the answer is
already known. Victoria should have listened to the advice given them by
Comeng (twice) years ago. Too late. Order more new trams.
