It certainly looks like an early April 1 meets Gadgetbahn.

What caught my eye was this line:

This reminded me that the City Loop underground railway was touted in the 1970s as being the key to revitalising the Latrobe Street corridor.

It doesn't seem to have happened, does it? It all seems to have happened on South Bank and Docklands, which AFAIK were not even thought of in the 1970s.
