The commonwealth would need to transfer a parcel of land to the state
who could them lease/transfer it to PTV who would then then contract
with the operator presumably to construct a depot.
The legals involved in moving the land from federal to state could try
up legal teams for years. It would be quicker for the feds to sell the
land and for the state to buy it off the people who bought it off the
feds....

This would have 'entertaining' federal vs state legals too. But I wonder
if contamination would make it more viable for a depot - the depot can
encase all the contaminated land under concrete. Any federal attempt to
sell the land for redevelopment would incur large clean up costs, where
as if it became a tram depot/yard the contamination could be 'entombed'
under mass concrete storage tracks.
