Well, this is the system apparently - it appears to be across the board:

According to the 2017 PTV annual report, train and tram had about 98% service delivery, buses nearly 100%. Train had nearly 92% punctuality, tram about 82% and bus about 80%. You'd expect this relationship of figures given the different degrees of priority accorded to the three modes. In that respect, trains should have 100% reliabilty. Trams and buses have some excuse due to the lack of priority accorded to them on the road, which is even poorer for buses than for trams. A bit tough entirely blaming the operators when the government generally favours priority for automobiles over public transport on the roads.

Customer satisfaction for 2016-17 came out at 72% for trains, 76% for trams and 76% for buses.

Re the punctuality for YT and Metro, isn't it about time they did the same for the bus operators? They just run there operations without any fines at all, I seriously doubt they would come anywhere near 80% puntuality.

If it good enough for two areas of public transport, it should be the same for all! A hang over from the moron days of Kennett.
