I've just been reading the short version on the Metro Report website.
Reading what they have published suggests nobody has any idea how it happened (apart from high speed into a curved junction, but how that was so is not explained) so there are recommendations for Africa. Including reducing speed limits to Melbourne levels, which will hardly make a difference if a tram is already doing 73kmh at a 20kmh junction :-O
