Of course double deck sets are going to be slower if they stick with the MTTM or DNND configuration they’ve had with NSW EMUs since 1926 - power ‘em up with motors on all axles. The MTMMTM R suburban sets they were running fora while had noticeably quicker acceleration than the conventional 8 car S sets. Power to weight ratio makes a big difference.

I suspect this level crossing neurosis goes back to the Costa/Graham era when XPT speeds were cut to 120km/h after some offspring of the local squattocracy were killed racing an XPT to a crossing in southern NSW. Other states don’t have unprotected crossings ?

It’s just the usual handwringing NSW bullshit used as an excuse not to do something.
