In realistic terms nowadays, you're not going to save a government agency running a commercial business, especially an inefficient, non-innovative and generally incompetent one like State Transit. Tendered out operating contracts are invariably going to be system-wide as they already are in many cities. The important thing is to get the best possible conditions for the workers. But nothing will save State Transit.

There's a lot of deep misinformation going around. I saw a poster today saying they're selling off the bus fleet - nonsense, exactly the opposite of what has actually been happening over the last couple of decades. They're also not franchises. People just don't understand how it's run.
