The press release is about the transport minister inspecting a full
sized 'prototype' LR station, yet all included images are the concept
drawings - no photos of this supposed prototype being inspected by the
minister.

It's common for full sized mock-ups to be built - often by the builders
to check they can actually build what the architects / engineers want or
to work out an assembly sequence.

I just find it odd to issue a PR about the minister inspecting the
prototype/mock up but then include no picture of it.
A content free PR.
