Hi Mick,
If you look carefully you will see that it is mainly designed to allow access to the work zone underneath to build the station. It's very much like the late 1960s deviation at St Kilda Junction to allow the construction of Queensway.

I think there is another agenda here. It is likely that the new route 58 (Toorak to West Coburg) will be run completely by Malvern - freeing up some space at the relatively small Essendon depot.
