6 new stabling roads at Preston Workshops are now in service for Rt 11 and 86 trams:http://tdu.to/Bram_PrestonDepot_20-6-15.jpg
 I couldn't tell if any of the new/redeveloped sheds were stabling non-defective trams, or if it's only these 6 roads for the moment.

New curves were installed from Miller St to High St a few weeks ago, to allow trams to run out from Preston to the city (and vice versa) on the 86. Previously, trams could only turn left from Miller St to Plenty Rd, for transfers between Preston Workshops and East Preston depot.

With the timetable change today (for Regional Rail Link), E class trams have begun running on the 11 West Preston. E.6006 and E.6008 have been allocated so far, but I'm not sure if they are stabled at Preston or East Preston depots. E.6024 and E.6025 are also on driver training duties in Preston.

The other major changes to tram routes (eg the through-routing of the Rt 8/55 -Toorak-Domain-West Coburg) have been pushed back (or cancelled?).
Flagstaff Station was also meant to be opened on weekends by now (an election promise from both sides), but that too is nowhere to be seen.
