Capacity is the total carrying capacity of the tram. The number of seats is pretty irrelevant. A 15 metre tram will carry about 120 at 4 ppsm or so, a 30 metre about 240. So are they serious about substantially increasing capacity or just providing the same or slightly greater capacity with less trams?

Those D1 class have half the seats of a W, so there should be 2 of them for every W replaced.
