Re filming or photographing on a tram --- How would the rules apply to a
family group having an anniversary dinner on the Colonial Restaurant Tram ?

Would the photography restrictions apply to taking photos or video of the
family members if there were other people in the background of the picture
or video ?

Would permission of the other people in the background of the photograph
have to give their assent ?

What would be the situation if it was an unrelated couple in the background
of the picture without the knowledge of their legitimate relatives or
partners ?

photograph anyone approaching them in the street.

Most transport concerns have such guidelines these days. The only
problems are over zealous 'security contractors' generally.

If they don't have such guide lines they have people doing model shoots
and filming adverts on public services causing disruption, etc, etc but
no income for the operator...

In most cases these were never intended to be aimed at the causal
photographer. I would expect the rule they apply is 'do you expect to
make money from selling the results of this activity'. If yes, they want
their cut!
